"General Chat" - Qualifications/Rules

Since we're just starting off, I feel as though just one section for "General Chat" should cover most of the basics. Creating a bunch of sections for individual topics would just look cluttered and since it's likely we won't get a ton of activity from the get-go, that doesn't make too much sense.

Anything can be discussed here, just keep it within the rules, please. I can't tolerate any kind of rude or disrespectful behavior because that turns members away and isn't fair to them.
